There will be no sound reflection by launching from the moon as it takes place in a vacuum. Therefore no water deluge system was required to reduce damage by sound waves; hence no vast volumes of steam.
Rocket engines do not always have exciting visible flames shooting out. This is due to fuel mixture and partly due to air moisture. The dry air in Australia shown below of a British rocket launch helped with this effect. Moisture on the moon or in space is zero.
